Kajal Kapur, PhD
Dr. Kapur has thirteen years of
experience in energy and environment issues.
She has helped electric utilities develop deregulation programs by
identifying new products and services and forming promotional strategies for
the new products. She has assisted gas
utilities in the restructuring process by writing reports on changing business
practices in the gas industry and performing benchmark studies of regulatory
trends in the industry. Dr. Kapur has
provided training to international energy managers on important business
practices in the United States electric industry by lecturing on topics related
to product differentiation, customer satisfaction, education strategies and pricing of services. She has trained professionals on
the pricing of power in a deregulated market, the novel pricing methods used by
electricity suppliers and the implications of competitive pricing including
economic development rates, green pricing and distributed power.
In addition to her consulting and training
experience, Dr. Kapur has forecasting and testifying experience. She has developed five and ten year annual
forecasts of sales for a Mid-Atlantic company. She has reviewed forecasts of
statewide electric energy demand and individual utility demand. She has testified on six occasions before the
Indiana Utility Regulatory Commission in electric and gas cases. The issues covered in the testimony included
rate design, plant construction, integrated resource planning, demand side
management, environmental externalities, gas cost recovery mechanisms, and
environmental compliance plans. She has
directed and participated in settlement processes for the approval of utility
demand side management and environmental compliance plans. She has helped prepare Integrated Resource
planning guidelines for the State of Indiana.
Dr. Kapur holds a Ph.D. in Economics
from Cornell University and an M.A. in Economics from the University of
California, Davis. As part of her dissertation, in the field of Industrial
Organization, she performed an econometric analysis of panel data and assessed
concentration and profit adjustment in U.S. industries. She has taught
economics and statistics to students at prominent U.S. universities and served
as a reviewer for a prestigious international energy journal. She was invited
to teach a class on public utility regulation at the University of Michigan,
School of Management and to serve as an advisor for a leading group of energy
professionals.
